A Napkin That Changed History

Saturday, July 20, marks the anniversary of the evening session of the Senate that stunned the state when the chamber voted overwhelmingly to eliminate all property taxes for education – a proposal first written out on a napkin at a then popular Lansing Mexican restaurant — that embarked the Legislature, then-Governor John Engler, the education community and the entire state on the months-long struggle that resulted in the Proposal A school finance reform.  With that one decision, Michigan’s education funding mechanism has been radically changed forever, well at least until the present date.
