On June 9, 1881, the State of Michigan turned over ownership of the Soo Locks and canal to the United States and made passage free to all vessels. From the locks’ opening in 1855 until 1877, Michigan had collected first a four-cent, then a three-cent-per-ton toll, except from U.S. government ships.
