1970 : State-Certified Clinics Allowed to Conduct Abortions

On March 17, 1970, Gov. William Millikin endorsed abortion reform legislation that would allow pregnancies to be terminated in state-certified clinics, perhaps even in doctors’ offices. The woman would need to be a state resident and be within the first three months of a pregnancy.
