On June 6, 2003, then Gov. Jennifer Granholm signed into law legislation that allowed property owners in Grand Traverse and Bay City areas to mow down typically submerged weeds on their beach front property.

The legislation was precipitated by low lake levels. Since then, levels in some areas including Lake Michigan have risen by four feet or more.
